Projekthintergrund

Der IT-Sektor ist im Allgemeinen gekennzeichnet durch kurze Innovations- und Produktzyklen bei Entwicklern und Herstellern. Aufgrund der ständig wechselnden Anforderungen im IT-Bereich wird das Lernen und die Anerkennung von informellen Aspekten zum entscheidenden Faktor auch im Bereich der Informationssicherheit. Aus den fehlenden Zertifizierungsmöglichkeiten resultiert (weltweit) ein Mangel an Experten im Bereich der Informationssicherheit. Diese Problematik ist seit Jahren bekannt und stellt die Wirtschaft vor gravierenden Herausforderungen.
Daher startete am 3. September 2018 am Betriebswirtschaftlichen Forschungszentrum für Fragen der mittelständischen Wirtschaft e. V. (BF/M-Bayreuth) das europäische Verbundprojekt TeBeISi „Teilzertifizierung im Berufsfeld Informationssicherheit“ zur Identifizierung und Bewertung von Kompetenzen im Bereich der Informationssicherheit. Die europaweit einheitliche Bewertung und Anerkennung von informell erworbenen Qualifikationen verfügt über enormes Potenzial hinsichtlich der Bekämpfung des Fachkräftemangels im Bereich der Informationssicherheit.
Als Konsortialführer konnte das BF/M-Bayreuth zusammen mit seinen europäischen Partnern aus Italien (StudioCentroVeneto s.a.s. di Antonio Brunel-Io & Co.), Litauen (Mykolaromeris University), Österreich (Hafelekar Unternehmensberatung Schober GmbH) und Polen (Wyzsza Szkola Biznesu i Nauk o Zdrowiu ) den Förderzuschlag für das dreijährige Projektvorhaben des EU-Förderprogramms ERASMUS+ gewinnen.

Projektziele

Das Projekt wird dazu beitragen, die Anerkennung und Bescheinigung von – auch durch non-formales und informelles Lernen erworbener – Qualifikationen und Kompetenzen zu fördern.
Durch den europäischen Austausch zwischen den Institutionen sollen die in den Ländern spezifisch vorherrschenden Zertifizierungen der Berufsbilder aufgearbeitet werden und im Erfahrungsaustausch in neu zu entwickelnde Berufsprofile einfließen. Als Ziel verfolgt das Projekt den Transfer dieser Profile samt Zertifizierungsverfahren in die europäischen Partnerländer sowie die erfolgreiche Implementierung in die Praxis. Im Fokus steht dabei die Validierung von Lernergebnissen aus non-formalem und informellem Lernen.

Projektablauf

Zur Bearbeitung des Projektes benötigt es eine Vielzahl von Instrumenten. Für die Feststellung der erforderlichen Informationssicherheitskompetenzen werden, neben einer ausgiebigen Literaturrecherche, Experteninterviews sowie Fokusgruppen mit Unternehmen durchgeführt. Diese Erkenntnisse dienen als Basis zur Erstellung eines Anforderungskataloges. Für eine europaweite Etablierung benötigt es die Entwicklung von Handlungsempfehlungen. Dies erfolgt u. a. durch die Einbindung von Verbänden und assoziierten Partnern aus der Wirtschaft. Im nächsten Schritt erfolgt die Entwicklung eines Online-Personalfragebogens zur Feststellung von Informationssicherheitskompetenzen. Hierbei soll der Schwerpunkt auf den sozialen Kompetenzen liegen. Zudem erfolgt in den weiteren Projektschritten die Erarbeitung von Weiterbildungsmodulen für Schulungen von spezifischen Teilkompetenzen unter der Berücksichtigung von sozialen und technischen Komponenten. In der letzten Projektphase erfolgt die Ausarbeitung eines Strategiepapiers auf Basis der neuen Datenschutz-Verordnung, ein Glossar für die Anwendung sowie der Forschungsbericht „Status Quo Informationssicherheitsausbildung für KMU“.
Insbesondere die finalen Schritte sollen einen breiten Transfer der erzielten erworbenen Erkenntnisse in die Praxis garantieren, um so letztendlich Chancen zur Überwindung des Fachkräftemangelns zu eröffnen und den Herausforderungen der Wirtschaft gegensteuern zu können.

Project Background

The IT sector is generally characterized by short innovation and product cycles among developers and manufacturers. Due to the constantly changing requirements in the IT sector, learning and recognition of informal aspects is becoming a decisive factor in the area of information security as well. The lack of certification opportunities results in a lack of experts in the field of information security (worldwide). This problem has been known for years and poses serious challenges for the economy.

Therefore, on September 3, 2018, the Betriebswirtschaftliches Forschungszentrum für Fragen der mittelständischen Wirtschaft e. V. (BF/M-Bayreuth) started the European joint project TeBeISi “Partial Certification in the Occupational Field of Information Security” to identify and evaluate competencies in the field of information security. The Europe-wide uniform assessment and recognition of informally acquired qualifications has enormous potential in terms of combating the shortage of skilled workers in the field of information security.

As consortium leader, the BF/M-Bayreuth, together with its European partners from Italy (StudioCentroVeneto s.a.s. di Antonio Brunel-Io & Co.), Lithuania (Mykolaromeris University), Austria (Hafelekar Unternehmensberatung Schober GmbH) and Poland (Wyzsza Szkola Biznesu i Nauk o Zdrowiu ), was able to win the grant for the three-year project of the EU ERASMUS+ funding programme.

Project Objectives

The project will help to promote the recognition and certification of qualifications and competences, including those acquired through non-formal and informal learning.

Through European exchange between the institutions, the certifications of occupational profiles that are specifically prevalent in the countries are to be processed and incorporated into newly developed occupational profiles in the exchange of experience. The project aims to transfer these profiles including certification procedures to the European partner countries and to implement them successfully in practice. The focus is on the validation of learning outcomes from non-formal and informal learning.

Project Schedule

A large number of instruments are needed to work on the project. In order to determine the required information security competencies, extensive literature research, expert interviews and focus groups with companies are conducted. These findings serve as a basis for the creation of a catalogue of requirements. For a Europe-wide establishment, the development of recommendations for action is required. This is done, among other things, by involving associations and associated partners from the economy. The next step is the development of an online personnel questionnaire to determine information security competencies. Here the focus will be on social competences. In addition, further project steps will include the development of further education modules for training of specific sub-competencies, taking social and technical components into account. In the final project phase, a strategy paper based on the new data protection regulation, a glossary for application and the research report “Status Quo Information Security Training for SMEs” will be developed.

Especially the final steps should guarantee a broad transfer of the acquired knowledge into practice, in order to finally open up chances to overcome the lack of skilled workers and to counteract the challenges of the economy.
